it says that You can cash in bought tickets here! when i click on it its says

Choose here which speed event you'd like to participate in. You have 1 tickets.

an then it says Register. wots goin on pk can i play it or not

There are no server options on the page PK. Just a screen with Register on it.

just talked to support & he confirmed that indeed its down for everybody at the moment, i will update u when i receive more info.
