Advancing to Ramacopters

Ok I'm currently at level 19, and the quests I have next are all about Ramacopters.
So I got a Hangar for them from a quest. But what I'm missing is a Helipad. And the only way to get this is paying 19 Aircash for it?
Well I would perhaps have had this, hadn't I miss clicked on the quick service thing all the time.

Anyway, so in order for me to get past this step I will most likely have to pay IRL money to advance any further on the quest line, am I correct?

i'm sure there is a quest/goal where you obtain a helipad...

I thought so too. But it would make sense that they had put that BEFORE the two quests that require you to have one already...
As it is now, I'm deadlocked on my quests and can't 'continue' without a Helipad.
Go figure
