Landing Fly-Bys

I recently reported a problem with landing my buddies' incoming Fly-bys (see thread link below). I was informed that after the new update, one must have an open bay in order to land a Fly-by. This makes no sense to me. Fly-bys don't touch down on the ground, so they should not need a bay upon which to land.
I sugget that Fly-bys be landable all the time regardless of whether or not there is an open service bay. I would like to be able to carry on conversations with my buddies while I am servicing planes.
