Question about cleaning list of offence

Well we all know people get ban and ban and make lots of infraction i guess some will never learn but some do learn and this is what my question is about . How long does a black mark stays with a members chat file what i mean is if someone is bad and makes some banable offense and then he sees the light and say enough of this i want to play fair now how long will it take for the system to clean his record out.

So i was bad and i got loads of mark will it take me 6 months to get a clean slate or in 6 month of good behavior if i make a mistake will i get the permanent boot??

Hope you mod understand where i am trying to go with this. I saw this i the guideline but nothing if a player decide to come clean:

I am sorry, but bans are permanent on the players account. If you have any questions about any particular ban, please post your ID. If you have any further questions, please post to general questions.

Sorry GreatWhite i have no problem with chat but just threw this question to see if people could like in real life get a pardon after let say a year of good behavior. Now i am not talking about someone that is ban for ever, but about someone that got minor ban a few time if those will stick with him forever.

Lets throw an example if a player get ban for insult 4 time in one month and gets ban for x amount of time as i know the sentence gets bigger or the ban gets longer but what if that player now for the next 1 year is not insulting players and is playing by the rules and after one year he slips and does insult someone will some of his previous ban now a year old still count or will it be taken in consideration that the member has tried to get better and .... well hope you see where i am trying to go with this.
