You need to be more specific mate. Are the blue or orange dots or are they a wreath of bones. What do the 'decorations' look like. Could you possibly post a picture of them?
That's the voodoo deck, sometimes called the mojo deck. It works like any other deck, you can equip it with cannon, pirates or beams from your storage trove. It will last for 1 week if you picked it up in the caulron.
