If you are doing one of your quests then you may need to shoot enemy ships. Go back to the quest page and click on the quest you have started, make sure that you read what it actually says and do not just assume that it is going to be a coordinates quest. If you look at the left side of your map then it will also tell you there what you need to do in order to complete the quest.

If I remember right, they mention him in the Pirate Test. After you start the test everything you need to do to complete it will appear just like it did on the previous tests.
