I just fixed that for you, you did have 1 Gold Captain as well as 3 Pearl Captains, only one of them is doing its job which is the Gold Captain... I did fire him and you can now employ 300 Pirates..

Same as with the Gauger only your Gold Gauger was working i did fire him and now you do have 30 Speed.

Only 1 of each Staff is doing there job having 3 of each is not increasing anything.
