What about a Quest of the Day that may have no relation to a Level test but perhaps with a reward of 1,000,000 gold or something? Kill 100 Deradus. Sink 20 Tortuga, something like that. Would certainly give those of us Level 10 pirates something to do other than just sail around shiney hunting.
