Questions about neighbours/buddies

Hello, apologies in advance if these are silly questions but I haven't been able to find the answers using the search facility.

1. How do I know who is a neighbour and who is a buddy? Is there a list somewhere I haven't found

2.On the main field page, on the neighbours list, can you tell me what the stars mean? I mean the stars that surround the on/off line icon. I wondered if it was to do with gifts but it doesn't seem to correlate.

No questions are silly, we were all new once...

1. People that are in your neighbour list on the tab you see on main farm (the one you are referring to in your question #2, and you see the same tab also on other fields of your Farmerama world) are your neighbours. If you go to City -> Post Office you will see a tab called Buddies. In there is a list of all your neighbours plus other buddies you have ever added to the list.

2. The star means, that particular neighbour leveled up. If you click their name, and then the graduation cap in the small pop-up, you will be awarded some EPs for it. You can collect EPs like this every time one of your NABs levels up.
