Just what exactly do the level 40's get then?

I believe its mainly for players working their way up to 40... the level 40 players obviously don't need the xp bonus... so what were you expecting to receive?

Yes, TheWarGodsback is correct it is for people currently trying to get to level 40. If you already are level 40, maybe make another character and level it.
