The fastest way is buying it with hard currency through the banking section.

Other than that, fishing (killing the NPCs) and farming (Collecting the loose flotsam) are two other ways of doing it.

The only other way I know of obtaining Cel is from a clan, but they usually require something in return, usually loyalty.

loyalty is a must to join a clan. it dosen't matter if they pay you. if the incentive and luring of cel is the only thing keeping you in that clan then please quit. your harming yourself and the clan...

and BTW farming and fishing are the only ways to get helix except banking...
