how do i sell something on the marina. i keep seeing items like tor****s and ammo but i do not know how to sell them are only certain people allowed to sell there
The marina is an auction, it is there for you to bid on elite items, not sell anything. It is a way for players to maybe get elite items for Cel instead of paying Helix (real money) for the items.
Just remember, whatever you bid on an item you will lose if your bid is too low !!!!

There is only the sell item option in your equipment page of dry dock, then you only get half of what you paid for the item back. ammo you can not sell.
