Clans sound like something more suited to cave men, so lets skip the darkages and move along to something that will get players to compile energy.
I see some advice given in here I disagree with and I am giving my two cents worth herein. First few points are :
So you have a catchy name and tag idea, well great but its going to take dedication not just a cool tag. You won't be able to do it all on your own. You will need someone to watch your back and fill in when you are not on. So my first step would be grab you up a trust worthy side kick or two.
Recruiting- The best method for recruiting is by flying your company maps lower areas where low level players are trying to quest. Help them outfit and complete quests, give them advice, and let them see you actually care; and will try to drive off the mutual enemy. Try to think back to when you first started this game and had no clue what anyone was talking about in chat or what the heck that skylab was anyways. Don't advertise your clan in the company chat or global. Its annoying, it also shows you don't have much of a clue about game politics. Use clan search if you want, it can be fun there if you stick in long enough, but remember its like global where all companys can post. If you see someone ask for a clan whisper them in reply if its on wrong chat channel.
Flashy uniforms- Set up some ranks that will help you help them. I run a clan in which we have multiple clan leaders and I created a rank that i called "Clan Leader" both start with caps and opened all clan powers to them. Do not do this right away but when you get a side kick you know that you can trust its very helpful to have some one who can do 'the right thing' to save you from looming war, kick member, or make payment etc..
I have tailored ranks to fit certain clan aspects. I have no intrest in handing out credits, so my clan mates need to go through a Player support rank to my treasury guy if they want credits. Asking me for credits or during my play time will earn you penance to work off before you can get credits. As far as diplomacy i set up the chattiest player who is jovial and well liked to run my diplomacys and keep them on even keel in both parts of clan. My best warriors are now my Warlords and hold domain over clan wars with added responsibility to help train others to fight better.
Powers- that may cause you trouble- View edit rank: is not a safe power to just hand out as someone may rank them self co-leader, kick you out and run off with all your chickens. Which is same for payment from treasury. and Kick member. When you get a new recruit set them up with message all and maybe post news powers. If you are just starting out then maybe even accept applications also.
Credits-Most likely you will want to use the tax option. Set it high at first and just gather some credits. Don't use clan as credit milking cow or you won't last very long. Not saying you can't help your self, you will need to to help others. Try doing something to keep players interested in loging in and going to clan page. I run a daily Trivia question which I post in Clan info section (we are full clan and not actively recruiting players) and pay like 5 mill credits to first player who posts correct answer in clan news with their name. Even switching clan logo around can be interesting (sorta). We also run every once in awhile a clan EP race where we pay out around like 50 mill to player who earns most ep in week stretch. with 2nd 3rd and so on prizes scaling down. What ever you do a lottery or what not, do something that you can afford to do, and stay in earning side of curve. Let the players know that this is like insurance or safety net to help out with extreme emergency like rebuilding ships lost in war.
Information- Take your time and think about what your clan gets for information I am misunderstood more often than not when sending out general posts to whole clan. However misunderstood or not you will probably do best to keep clan informed of whats what, like Why we are at war.. why I kicked this player out....Why I don't want such-n-such as ally....
Limitations- When you just start building a clan I recommend that you Take all players and help build them up to level 12 etc.. When you set stipulations you are going to limit your membership. We have a two clan.. clan. One we call 'main' clan and other is for all new 'recruits'.. this separates us better by level, but its important to make sure everyone is aware that WE are ONE clan. But running multiple clans is another subject altogether so as my niece is screaming her head off I bid you ado and good luck.

Me and my mates get on fine by just playing the game and accepting people who wanna join. Really, who the hell cares about the details, all they want is a clan with good mates who hunt.
You've got a lenghty explanation full of details...and I'll say you have some good ideas to bring a great clan together...
I've done similar things myself as well, altho there are a few things I have done differently that has enable our clan to have rise...
Just a few pointers tho...The people who say pple just want pple to play with, it is very true, so you have to keep it in mind when accepting members and when they play... I play during my nights ( when i should be sleeping :P) but occasionally I do make an appearance during the day. I've gotten to know all the members in the clan and I keep it close n tight because this is a functional unit,....an organization....a family...
I wont keep blabbing but if anyone does need pointers this is a good start and you can always refine from there. If you want my advice, I believe if you want the best interest in your team,clan, family, you will invest the time and effort in, and that is what brings and keeps them there....
