Shield Bug

I think my shields are bugging out, I have Leonov and I have more shields on configuration 2 than on 1, but it shows that I only have half of what I should get, and the shields don't regenerate, I filled my generators with A03s in configuration 1, and filled all 7 of my drones with A03s in configuration 2. In the main ship there are only 6 generator spots, but I have 7 drones, and with the Home Advantage the shields should be doubled... Or does the Home Advantage with the main part of the ship, excluding the drones?

The home advantage only effects the ship slots, not the drones
