I have seen discount hour only 2 times so far, after I am back to playing the game (from May) and was wondering how often do we get one? I heard that it's usually after mhh, but last one I saw was after hh I think and was like 2 weeks ago.

Any events which are advertised through pop-ups are completely random. We do not know how often they will be run - it could be 5 times a week, it could be once every 3 months. There is no way to predict.
