Diminisher and Venom Special Capabilities

This problem has been around for a while for me but I feel like I am the only one with this problem...
Both my Diminisher and Venom design special capabilities don't show up as available. The place where I would be able to select it looks like it is in cool down but it never lets me use the capability. I would greatly appreciate if you could look into this problem.

Are you using it from shortcut bars or from the golden menu directly?
