As I understand it, to get any damage bonus at all you must have a Havoc design on every one of your drones.....even if one of your drones doesn't have any equipment on board.

Drone formations, fine tuning...
...For the most part Drone Formations are a bit of extra fun but the cost of the uridium ones seems excessive for what you actually get.
Just a tip, using the Moth formation with an Energy Leech is useful in Galaxy Gates, saves ammo, sep or prom and if you hit hard enough with just the right number of engines on ship you can sail through the waves of a gate without the need to repair, you just need to allow for cooldown time. I have found this most useful with the bigger npc's as the time they take to pop is massively reduced.
I guess i say this about the drone formations and the rest of the updates that have been coming out. It is about time that Bigpoint STOPS with the insane updates. We want a fair and honest game, not something that is abused or introduced to counter something that has been brought in as a cheat or what every you want to call it. I would like Mr Heiko Hubertz, the CEO of the company to get on a web cast himself and explain what is being done what will be done and promise to make the game fair for everyone and then instruct his programers to get it right and make it where it is extremely difficult for anyone to create any program that cheats not only Bigpoint, but The players of this game too. It is very sad that I pop with 2 shots and have FULL SHIELDS due to these drone formations. So please DO the right thing and stop the insanity.

wrong section my friend, go to the update/pool section anyways Drone designs are not bad they are cheap and some of them are worth buying like the diamond formation
