Well i would put the mine on a hotkey and then press the hotkey.

Move to the point on the map where you want the mine (you can't drop one at port). Click on the button that looks like an explosion, then click on the type of mine you want to drop. Then click the button that drops down below it to drop the mine. Be ready to move away from it..if you sit there you will blow yourself up!
