Honor Reset for ALL Servers?

According to one of the first OA's, the Honor problem was solely with the European servers. But on the last couple of posts Energy referred to "all instances" being reset. Is this to be construed as all instances of the European servers?

ALL DarkOrbit servers are being reset, for the correction of the Honor statistic.
