Clans are an important thing to the game. I am new to this game. I have been playing for like two weeks. I got pretty far with out a clan, then i got stuck. I joined a clan because i needed help with my quests. Turns out after one day the leader left. A lot of people left the clan. So I left that clan and was angry. Now I am with another clan that is also new and small. One thing i learned is don't let one bad experience keep you from joining another clan. There are a lot of good clans out there. I have been helped by a lot of those other clans. You may not be qualified for some of the larger clans so join a small one and make your way up. I know I am. I think everyone will agree, in order to have a successful clan there has a solid foundation. And with that a leader that is willing to do the job, a second in command that is able to back the leader and an idea of a bigger picture of the game other then rank and income.
I started a clan with my {xo}=second in command ready to go. We are very picky about who we let into our clan and I say our and not mine, get it? We work with everybody in our clan to get them to where they would like to be. However from time to time we do, do a open recruitment, with that we may get 1 out of 3 that are worth keeping. I foresee Dark Orbit being around for a long time, so we are in no hurry to get as many players as possible.

This game supports many different styles of play:
Some involve themselves at about the "Point-Click-Kill" level and are satisfied for awhile.
Some immediately "get" that this is going to take on aspect of a Fantasy-Role Playing game complete with character (Pilot) and equipment (Ships & Equips) development, Guild associations, and a ton of other stuff beyond that.
Some chose to Lead a Clan from their vision of what the game can look like and how much more fun it can become when played from a place of Self-Discipline, Honor & Integrity.My commentary from another, similar, thread may serve as useful information to consider. This Player is apparently in the midst of the same distasteful start in the game that you describe.
