This has been discussed several times.

Depending on your point of view:

Ship only;
You need enough 10x speed engines to fill every ship slot, and enough B02 shields to do the same. Every slot for weapons must be an LF3. I believe the numbers are ten (10) of each.

OR

Ship and Drones:
The above plus enough LF3's and B02's to fill all the above plus the sixteen (16) of each item needed for eight (8) Iris drones.

Also, you need to have all the elite cpu items that you can carry including the 6 slot expander card. Basically if you bought it in the hanger for credits, you are not an FE.

Auctions don't matter as the best elite gear can be bought at trade with credits and still be counted in an FE ship.

Some consider only the ship and others include the drones. I include the drones as a requirement to being considered FE.
