This has been answered in previous forum threads.

In order to take over a castle you have to convince 100% population, however, you lose 1% per every hour.

Its a little like the frog jumping up a well riddle, you gain, then you lose, then you gain, then you lose a bit. Just keep going, or as we say in Norfolk, You keep a troshin boi
