When do you become able to have a construction wagon?

How do I know when I have one?

The only requirement for getting a construction wagon is resources.

When you are on the "Buildings" page, that being where you level up and build your buildings, there will be a 'progress' bar of sorts with a picture of a construction wagon near the bottom of the page. It will show 4 levels; the higher the level, the more advanced the castle will be upon initial construction, but also will cost more resources to build.
The picture of the construction wagon will be located at the highest level that you are currently able to build, so that will give you a quick idea on whether you can use it or not. But, when you click on any of the links located there it will take you to the construction wagon map, much like it looked at the beginning of the game when you built your first castle. On this page you will be able to choose between the 4 levels, as well as choose a location for your new castle. By clicking on the various levels, it will tell you the resource requirements to build a castle of that particular level. It will also tell you what buildings and how advanced those buildings will be as soon as its built.
Every time you build a castle, the price to build the next one goes up a bit more.

If you have enough resources to build a castle, then you will be able to choose a new location for the new castle using the map. When selecting a new location though, keep in mind that every potential location has different numbers of building lots available, ranging between 500 and 800. Each location also has different resource bonuses, having between 0 and 5 stars on each of the 3 resources. Having a higher number of building sites means that you will be able to build more buildings there over all. Right now it may not seem like it matters, but trust me, once you get into the higher levels, you will start filling these sites up. Once they are filled up, you will have no way to gain more sites, and will no longer be able to build any more buildings in that castle. That is unless you purchase the 10% increase package that just became available, but even still, the more sites you start out with, the better it will be in the end.

One other thing to note is that, at least as of now, you can only have up to 10 regular castles. If you have 10 castles (excluding the new Baldurs Frtresses), then you will be unable to build another castle anywhere.

Have a look on the tactical map for gold colored squares. They are castles which one day appeared on the map, which cannot be destroyed, and which anyone with enough troops can try to take and hold. They don't count against your 10 castle limit.
