While this would help low level cylons (and the opposite, as well) to find an equal match to carry home their DEOs, it pretty much would expand the protected systems to roughly half the map.

Maybe it would be more reasonable to increase the roid drop on protected systems, so that lowbies only venture out of them when they're ready to take bullets ;)
